  1. Assess the regional landscape

    Map existing efforts, the employer mix, and child care capacity before anything new is built.

  2. Engage employers

    Recruit business leaders with outreach sequences, listening sessions, and the business case.

  3. Plan the first action

    Choose an achievable first project and align partners around Oregon’s existing guidance.

  4. Launch and measure

    Put the plan into action and count employer participation and actions by region.
